党的十八大特别是十八届三中全会以来,我国高等教育深化改革与加快发展面临着新的机遇,同时也面临着治理、文化和质量三大热点、焦点和难点问题。首先,高教治理仍是今后一段时期内我国高等教育深化改革、加快发展最重要的时代主题,建立符合现代高等教育发展规律和要求的国家高等教育治理体系刻不容缓。其次。高教文化建设是我国高等教育深化改革与加快发展最重要的艰巨而长期的任务,涉及高等教育的理念、精神和宗旨等根本性问题。再次,高教质量是高教发展的永恒主题,是整个高等教育的目的和归宿。加强高校教师队伍建设,坚守课堂教学的育人主阵地和中心地位,是确保高等教育质量的关键。最后,对高教改革与发展进行深入的理论与实践研究是当代中国高教人面临的两大时代使命。

Since the 18th Party Congress, especially the third Plenary Session of the Eighteenth Central Committee, Chinese social reform not only has quickened step of higher education reform, but also has provided new development opportunity and expectation for higher education. To deepen and fasten reform, higher education faces three hot, central, and difficult problems, which involve higher education governance, higher education culture and higher education quality. Firstly, higher education governance is still the most important theme of times within a long period of time. Therefore, building Chinese higher education governance system that conforms to modern higher education development law and requirement is urgent and imperative. Secondly, higher education culture construction is significant but tough long-term task because it deals with fundamental issues on its philosophy, spirit and purpose. Thirdly, higher education quality, as a permanent theme of higher education development, is the aim and end-result of the whole higher education. Only strengthening construction of teachers' team, holding educational central position and main field of classroom instruction, can we ensure the quality of higher education. Finally, persistent and further theoretical and practical researches on higher education reform and development are main times missions for higher education researchers and scholars.
