改变我国发展失衡的状况，应推动并实施以深化改革为主线的再均衡国策，通过供需双调，实现宏观经济的内外再均衡。通过重塑区域发展格局和推进全国市场一体化建设，实现中观层面的区域再均衡。通过构建新型二元激励结构体系和激活民营经济活力，实现微观主体的动力再均衡。在这种再均衡国策下，县域经济在总体战略谋划上，应积极推动概念经济的转型和升级；产业发展应注重市场化导向、要素积累及本地根植性；空I＂．-1发展应重视区域定位调整与内部“三生”空间优化；改革创新应重点抓好区县政府职能转变和机构改革。

To change the imbalance in China＇s development state, this paper points out that we should push and practice the re-equilibrium policy which the main content is reform, by adjusting the supply and demand, to achieve e internal and external re-equilibrium, by reshaping regional development pattern and promote the national market integration, to achieve regional re-equilibrium, by building a new dual incentive structure system and activate the private economic activity, achieves the development power of the main microcosmic re-equilibrium. Based on the re-equilibrium policy, the county economy should push concept of economic transformation and upgrade, industry development should pay attention to the market-oriented, factor accumulation and local embeddedness, space development should pay attention to regional positioning adjustment and the internal space optimization, reform and innovation should focus on county government function transformation and institutional reforms, and deepen the comprehensive rural reform.
