本文详细梳理了百年来中国银行业中政府监管的演进轨迹，得出了三个基本结论：（1）政府监管的完备程度受到当时经济金融思想的制约，政府对金融越重视，经济金融思想越先进，政府监管的制度完备程度就越高。（2）政府监管效能的发挥与金融体制紧密相关。（3）随着经济金融制度的变迁，1949年以来中国银行业中的政府监管经历了指令性体制、发展型体制和专业型体制三个阶段。下一步，关键是要增强银行监管治理的现代化水平，正确定位政府监管在银行监管中的角色，推动政府监管机构从行业利益的代表者真正转变为公众利益的守护者。
本文詳細梳理瞭百年來中國銀行業中政府鑑管的縯進軌跡，得齣瞭三箇基本結論：（1）政府鑑管的完備程度受到噹時經濟金融思想的製約，政府對金融越重視，經濟金融思想越先進，政府鑑管的製度完備程度就越高。（2）政府鑑管效能的髮揮與金融體製緊密相關。（3）隨著經濟金融製度的變遷，1949年以來中國銀行業中的政府鑑管經歷瞭指令性體製、髮展型體製和專業型體製三箇階段。下一步，關鍵是要增彊銀行鑑管治理的現代化水平，正確定位政府鑑管在銀行鑑管中的角色，推動政府鑑管機構從行業利益的代錶者真正轉變為公衆利益的守護者。

The paper combs evolution of China＇ s government bank regulation and supervision from 1908 to 2013, and draws three basic conclusions below ： （ 1 ） The degree of perfection of government bank regulation and supervision is closely related to social economic financial ideas. （2）The effectiveness of government bank regulation and supervision is closely related to national financial system. （ 3 ） With the change of regulation and supervision has experienced three stages since economic and financial system, China＇s government bank 1949：order system, development system and professional system. Next, the key of govemment regulation and supervision is to enhance the modernization level of bank regulation and supervision governance, correctly locate government bank regulation and supervision and promote the transformation of government regulators from the industry representation to the guardian of the public interest.
