高等教育监测评估是适应新形势下高等教育的发展需要和趋势.而出现的一种新的评估理念和评估形式。从哲学的视角对高等教育监测评估的基本问题进行审视.开展监测评估必须要处理好五个辩证关系,促使更加理性、辩证地认识高等教育监测评估,从而更全面地把握高等教育监测评估的概念内涵、功能作用,以便更好地指导高等教育评估的实践活动。

To adapt to the new situation of higher education development, the monitoring and evaluation of higher education emerges with a new evaluating concept and method. From a philosophical perspective, this paper discusses and examines fundamental issues on monitoring and evaluation of higher education, proposing five dialectical relationships, which instructs us to be more rational and dialectical in understanding the monitoring and evaluation of higher education. Thus we can grasp its concept, connotation, functions and roles with a more comprehensive view. This paper also helps to guide the practice of Higher Education Evaluation.
