教学督导制度是高职人才培养工作的重要内容。受制度公共产品性、制度内生性要素缺失、人的有限理性和利益最大化行为动机、制度作用对象的特殊性、制度目标与实施方式间的矛盾、正式制度与非正式制度间的矛盾等因素的影响,高职院校的教学督导制度普遍缺乏有效性。建议以教师专业发展为基础,完善教学督导制度,提高制度的有效性,包括建立国家教学督导员资格制度,重视督导制度的内生性要素,建立分层分类教学督导制度体系,建立教师与督导员的协作伙伴关系,培育民主开放的校园组织文化。

Teaching supervision is an important part of the higher vocational education, yet it possesses the properties of a public product, which affects institutional innovation. That is why the supervision lacks endogenous elements, which is not beneficial for improving professional development of teachers. Furthermore, limited rationality and interests may affect the implementation of the teaching supervision. Finally, the conflicts between formal and informal systems on teaching supervision also help to decrease its effectiveness. So, this paper suggests building up a sound teaching supervision system in favor of professional development of teachers, and establishing national teaching supervision qualification system.
