立法价值取向决定着立法的走向。我国目前“义务本位”的体育立法价值取向已经不能适应时代发展的需要，这导致体育法不足以切实保护运动员的权益。体育立法价值取向应早日转变为“权利本位”，让《体育法》真正成为一部“运动员权利保护之法典”。基于立法价值的历史分析，对现行《体育法》第一章第一条、第四章第四条提出修改意见。
입법개치취향결정착입법적주향。아국목전“의무본위”적체육입법개치취향이경불능괄응시대발전적수요，저도치체육법불족이절실보호운동원적권익。체육입법개치취향응조일전변위“권리본위”，양《체육법》진정성위일부“운동원권리보호지법전”。기우입법개치적역사분석，대현행《체육법》제일장제일조、제사장제사조제출수개의견。
Legislation value orientation is a steering wheel to determine the orientation of legislation. The existing sports legisla- tion value orientation in China cannot adapt to the development of the age. This causes the sports legislation cannot protect the athlete rights effectively. The Sport legislation value orientation should return from social standard to right standard, making the Sports Law a real code to protect the athlete rights. The author also proposes modification suggestions to the article one of chapter one and the article four of chapter four of the existing Sports Law.
