城镇化对农村、农业和农民的发展都产生了巨大的冲击，并深刻影响了农民的权利构成、实现方式，尤其是促进农民分化成为失地农民、农民工、职业农民和农村依附人口四种群体。“以人为本”是新型城镇化的核心要求，分化后不同的农民群体类型的权利体系应有着不同的保护重点。只有有针对性的到位的权利保护，才能确保四化同步发展，才能确保城镇化质量。

Urbanization has a huge impact on the development of agriculture and peasants in rural places, affects the peasant rights structure and implementation, and in particular accelerates peasants differentiation into landless peasants, rural migrant workers, occupational peasants and dependent rural population. Putting people first, as an essential of new urbanization, requires various degrees of protection for the rights and interests of different peasants groups. As long as the targeted protection is in place, the four modernization can be ensured to develoo simultaneouslv and urbanization to be of good quality.
