工业用地是支撑我国工业经济发展的重要资源要素.不断提升工业用地利用效率.是破解工业用地供需矛盾.保障经济发展与保护耕地资源的重要措施。本文在界定工业用地利用效率内涵的基础上.构建了工业用地投入损失的测算方法.利用该方法与随机前沿分析方法系统研究了江苏省主要工业行业工业用地投入损失和利用效率的行业与区域差异特征。研究结果表明:容积率和投资强度达不到建设控制标准是造成江苏省当前工业用地投入损失的主要原因.容积率损失率达到8.69%.投资强度损失率达到7.46%;纺织业和通信设备、计算机及其他电子设备制造业的工业用地投资强度损失量较大.化学原料及化学制品制造业和交通运输设备制造业的工业用地容积率损失量较大;从区域角度看.苏南和苏北地区的工业用地投入损失整体偏高.苏中地区除交通运输设备制造业外工业用地投入损失整体较低;江苏省主要工业行业表现出电子电气行业的工业用地利用效率较高.机械制造、化工医药行业居中.纺织服装行业较低的特点;苏北地区各主要工业行业的工业用地利用效率明显低于苏中和苏南.苏中地区工业用地利用效率略高于苏南。因此.在工业用地供给过程中根据企业规模严格核算用地面积.并对工业用地进行全程跟踪监管有利于减少工业用地的浪费.避免出现工业用地过度投入.提高工业用地利用效率。

Industrial land is the most important resource element to support the industrial economic development, enhancing industrial land use efficiency is an important measure to crack the contradiction of industrial land supply and demand, and it is also an important measure to guarantee economic development and protect arable land resources. This study first probed into the connotation of industrial land use efficiency, and built the industrial land input loss calculation method, and then analyzed the industrial sector and regional differences of industrial land input loss and use efficiency of the major industrial sectors in Jiangsu by the calculation method and stochastic frontier analysis(SFA) method. The results show that:volume ratio and investment intensity can't meet the building control standards and this is the main reason of industrial land input loss in Jiangsu ; the loss rate of volume ratio is 8.69%, and the loss rate of investment intensity is 7.46% ; manufacture of textile and manufacture of communication equipment, computers and other electronic equipment lose a large amount of industrial land for investment intensity, and manufacture of raw chemical materials and chemical products and manufacture of transport equipment lose a large amount of industrial land for volume ratio; from a regional perspective, the industrial land input loss is higher in Southern Jiangsu and Northern Jiangsu, and middle Jiangsu has a lower industrial land input loss except the manufacture of transport equipment; the major industrial sectors show that the industrial land use efficiency of electrical and electronic industry is the highest, the machinery manufacturing and chemical pharmaceutical industry is at the middle level, and the textile and apparel industry is the lowest; the industrial land use efficiency of major industrial sectors in Northern Jiangsu is significantly lower than Southern Jiangsu and middle Jiangsu, and middle Jiangsu is slightly higher than Southern Jiangsu. Thus, strict accounting industrial land area according to the firm size when supplying, and tracking industrial land use regulation can reduce the degree of waste industrial land effectively, avoid the phenomenon of Industrial land over-input, and improve the industrial land use efficiency.
