建立衡量人才、技术、宽容、政府政策及基础设施4个因素的指标体系，分析其对G20国家创意产业发展的影响程度。研究结果表明：①4个因素综合排名前3位的国家是美国、德国、加拿大。其中，人才发展方面，美国、韩国、澳大利亚优势明显；技术方面，韩国、日本、德国得分居高；宽容方面，澳大利亚、加拿大及欧盟位列前3位；政府政策及基础设施方面，德国、日本、美国居于前列。②4个因素对G20国家创意产业的发展都具有显著正向影响，其中技术和人才因素对创意产业发展影响最大；③Florida的3T理论具有一定的局限性，忽视了政府政策及基础设施条件对创意产业发展的重要作用。

By building an index system from the aspects of talent, technology, tolerance, government policy and infrastructure, this paper evaluated and analyzed factor characteristics, moreover it also measured the specific influence degree of each comprehensive indicator by ordinary least square method. The results show that： ①America, Germany and Canada own high comprehensive competitiveness scores. In talent scores, America, Korea and Australia have more advantages, while in technology scores, Korea, Japan and Germany have more advantages. Australia, Canada and the European Union own the top three of tolerance scores. In addition, Germany, Japan and America rank the top place in the aspects of the government policy and infrastructure scores. ② All the four com- prehensive indicators positively affect the development of G20 countries＇ cultural and creative industries; ③ Florida＇ s 3T theory has some certain limitation in explaining the development of G20 countries＇ cultural and creative industries. Indeed, in addition to 3T factors, the factor of government policy and infrastructure also plays an important role in the development of G20 countries＇ cultural and creative industries.
