近代之初,以增强文明意识与解决国际关系所面临的危机为前提,万国公法在日本得到了传播。然而,以万国公法为武器进行殖民侵略的西方列强的本质被充分体得与认知后,日本便迅速走上了利用万国公法构筑霸权体系的道路。其特征表现为：在还没有摆脱列强的殖民枷锁之际,日本便急于将同样的枷锁套在东亚其他国家的头上,并不断利用万国公法营造殖民话语。从文明意识到霸权体系再到殖民话语的演进过程中,日本人最大限度地“活用”了万国公法的“思想权威”。

In early modern time,lnternational Law was introduced to Japan from the premise of enhancing the Civilization Consciousness. However,since the acknowledgement of the hegemonic and colorism means of international Law,Japanese turned to build their own hegemonic system. This is characterized by： eager to establish colonial rule in other East Asian countries, even if itself hasn＇t got rid of colonial system;Japan used the international law to create the colonial discourse constantly. They have made full use of the thought authority of the international Jaw,during the process of evolution, from Civilization Consciousness to hegemonic system colonial discourse.
