住房商品化和私有化改革不仅带来中国城市居住空间的变化,也带来社区利益关系的调整和新的治理主体的生成,并由此形成社区内部的利益纠葛与紧张关系。在这一背景下,推进社区善治,就需要反思既有的城市社区治理结构。基于合作治理的理论视角,将物业公司和业主委员会纳入社区治理结构,构建社区主体间的合作机制,培育社区精神和合作氛围,有助于在平等协商和良性互动中实现社区利益平衡与和谐安定。

The housing commercialization and marketization give rises to the change of residential distribution, the adjustment of interest relationship in community and the emerge of new actors in urban China, which leads to interest conflict of among community actors. In the above context, to building a good governance community, need to rethink the traditional urban community governing structure. From the perspective of collaborative governance theory, it is necessary to coopt property companies and homer-owners committees into community power structure and to establish the collaboration mechanism, to foster collaboration sprits and atmosphere, to realize interest balance among community actors and community harmony through equal consultation and positive interaction.
