从农业面源污染控制的微观政策着手,把经济产出最大化、经济结构最优化作为目标,把污染物排放量作为主要约束条件,构建多目标线性规划模型。并以洱海流域为例,求出既能有效从源头控污,又能使农业经济稳步增长的基于产业结构调整的控污减排方案。最后,提出整个流域面源污染控制的政策建议。

This paper starts from the micro policy of agricultural non-point source pollution control. It tries to construct multi-objective linear programming model, which related industry output value maximization and optimization of industrial structure as the goal and river pollution emissions as the main constraint conditions. And then the paper takes erhai lake basin as an example, draws some scheme which not only can control pollution from the source, but also can make the agriculture steady economic growth. Lastly we give policy recommendations about the basin non-point source pollution control.
