农村留守儿童问题是城镇化不彻底所导致的衍生性问题。基于对10个省(市)9448名农村义务教育阶段留守儿童的实证调查发现,留守儿童在身体生长发育、教育监管方面弱于非留守儿童,而在心理和学习等方面与非留守儿童无显著差异。农村留守儿童并非"问题儿童",而是"弱势儿童";农村留守儿童群体内部存在分化,母亲外出留守儿童、低龄留守儿童以及处于成长关键期的留守儿童需引起社会各界重点关注。解决农村留守儿童问题的原则与路径在于,协同主体,构建关爱留守儿童的长效机制;聚焦核心,关注留守儿童重点群体与关键方面;着眼根本,呼唤母亲回归与城市接纳。

The problems of left-behind children in rural areas are the derivatives of incomplete urbanization. Based the empirical investigation on 9448 left-behind children in rural areas in 10 provinces, compulsory education stage, we find that left-behind children are weaker in physical growth and education supervision than non-left-behind children, but there is no significant difference in learning and psychology. The left-behind children are not "problem children", but "vulnerable children". There are internal differentiations in the group of left-behind children in rural areas. Mother-out left-behind chil- dren, low-aged left-behind children and left-behind children in the critical period of growth, need to be focused on from the whole society. Based on empirical research and scientific analysis, we put forward the principles and methods to solve the problems of left-behind children in rural areas. Firstly, the whole society should be collaborative and establish the mecha- nism of caring left-behind children. Meanwhile, we should focus on the important groups and key aspects of left-behind children. Finally, we hope that mothers can come back to home, and the left-behind children can be admitted by the city.
