从边界效应转化的视角探讨了中国京津冀地区的协调发展。主要观点如下：从均衡发展的视角讲,京津冀一体化的范围由三地经济边界而非行政边界决定;边缘地区合作先行是实现京津冀地区在循环因果累积机制的支持下和谐发展的必要前提;地方政府是省际边界屏蔽效应的主要来源,因此京津冀合作必须摒弃地方政府的干预,发挥市场、中央政府以及次区域组织在资源流动和配置、制度供给和协调规划方面的影响作用,共同促成边界区域合作的内生动力,以显著降低边界合作的交易成本,实现边界效应从屏蔽到中介的转化。最后,以京廊边界为例探讨了边界转化的路径。

Based on the studies on regional and sub-regional cooperation and the experiences of EU border development,this paper discuss the harmonious development of Beijing-Tianjin-Hebei region from the border transformation point of view.The main points are as follows：different from the administrative border,from the perspective of balanced development,the coverage of Beijing-Tianjin-Hebei integration is economic boundary;the border of Beijing-Tianjin-Hebei region leading regional cooperation is to achieve a necessary prerequisite for the causal loop accumulation mechanism to support harmonious development;local government is the main source of shielding effect;market,central government and sub-regional organizations through influencing the flow and allocation of resource,the institutional supply and planning are able to play internal energy in the border area,and significantly reduce the transaction cost of border cooperation,and promote the border as contact.Finally,it takes Beijing-Langfang frontier area as an example to explore the path to border transformation.
