围绕高校科研评价体系的框架设计问题,在分析国外高校科研评价体系研究现状的基础上,针对我国目前科研评价体系存在的问题与不足,提出了评价体系的设计原则及构成要素,分别建立个人和研究机构两类科研评价体系框架模型,并对权重因子的确定进行了阐述,为科学评价高校科研能力提供参考与借鉴。

In order to construct the model of scientific research evaluation system in higher education institutions, the paper analyzes the overseas research status of scientific research evaluation system, discusses the main problems existing in the scientific research evaluation systems practiced in China at present, and proposes the design principles and structures of evaluation system. The system consists of the frame model of evaluation conducted by individuals and research institutions respectively, and meanwhile the paper also illustrates the method to determine the weight factor. The findings would provide the reference for further evaluation of the research capacity of higher education institutions.
