民政行政价值基础具体有＂稳定与秩序＂、＂人权与济慈＂和＂公平与正义＂等形态。民政行政价值基础为规范民政行政行为提供了思想理论基础与评判价值标准,为创设与调整民政制度提供了价值取向,同时也影响着民政主体德性的生成。与此同时,民政部门可以通过构建民政行政伦理原则、明确民政行政责任、完善民政行政制度、加强民政行政主体的职业伦理建设等途径实现民政行政的价值基础。
