加强农民教育培训,全面提高农民素质,培育新型农民是我国新农村建设的战略问题。为深入了解我国农民教育培训的状况,课题组对全国15个省(直辖市)100多个乡村约一万名农民进行了抽样调查,研究结果表明:在当前新农村建设进程中,有些地区的基层并未将农民教育培训工作落到实处,高达89.3%的农民没有参加过教育培训;大多数农民不了解、也不知道如何参加教育培训。在已接受教育培训的农民中,虽然大多数农民对培训感兴趣或觉得对自己有帮助,但仍存在一些问题。改善农民教育培训需要加强宣传和鼓励,提高农民教育培训的积极性;激发农民参加培训的内在动机,提高培训效果;因地制宜,鼓励青壮年参加教育培训;改进考核评价体系,完善监督管理机制;加快构建新型职业农民教育培训体系,加大新型职业农民和农村实用人才培养力度。

In the construction of new villages, to strengthen farmers' education and training, enhance farmers' quality and breed new farmers are the strategic measures in China. In order to investigate the current status of farmers' education and training, the research group has conducted a sample survey on about tens of thousands of peasants in fifteen provinces (municipalities) from more than one hundred villages. The result shows that, in the course of constructing new villages, there have been some problems during the training practice in the grass-roots units, e. g., the training of farmers has not been carried out effectively in basic level in some regions, 89.3% farmers have not participated in training courses, most farmers have not known how to participate in the training courses. For those who have participated in the farmers' training courses, even though most trained farmers were interested in training and felt it helpful for them to improve their skill and acquire knowledge, there are still some problems. To improve farmers' education and training, we should spread propaganda to enhance farmers activity in training, enhance farmers' inner motivation to participate in training, encourage the young and mid-aged farmers to participate in training, improve evaluation system of training, and construct training system of new vocational farmers.
