城市公共环境服务供给是实现公共环境服务优化配置的重要环节。针对目前日益增长的城市公共环境服务需求与供给不足之间的矛盾,提出了基于城市公共环境服务的产品属性和供给主体＂有限理性人＂假设的研究视角,借鉴＂云＂思想,揭示了自组织供给城市公共环境服务的运行机理;构建了由供给动力机制、信息共享机制、协商共治机制、利益协调机制和监督反馈机制组成的城市公共环境服务＂云＂供给机制;论证了该机制具有合理性、关联性与整体性的优势,旨在依据自组织运行规律盘活公共资源供给中所涉及的各种要素,最大程度地提高城市公共环境资源供给效率与效能。

To implement the optimal configuration of public environmental services, the urban public environmental service supply is an indispensable part. Directed against the discrepancy between the increasing demand and short supply for the current urban public environmental service, this essay puts forward the research perspective of the product attributes and the supplying subject＇s ＂Bounded Rational Man＂ hypothesis of the urban public environmental service. What＇s more, it indicates the operational mechanism of the urban public environmental service by self-organizing supply, using ＂Cloud＂ principle on self-organization for reference. This paper also constructs ＂Cloud＂ supply mechanism consisting of power supply, information sharing, negotiation and shared governance, interests coordination together with supervision and feedback for the urban public environmental service. It expounds and proves the strength of this mechanism that possesses rationality, relevance and integrity for purpose of invigorating correlative kinds of elements in the public resource supply. It is significant to realize that the efficiency of the urban public environmental resource supply should be boosted at the greatest extent.
