城中村是我国城市化发展进程中的必然产物，也是我国城乡二元体制和土地所有制背景下的产物。基于利益相关者理论，政府应通过积极引导开发商多元化参与、加强城中村居民监督、健全补偿制度与社会保障制度等措施，平衡城中村改造中各利益相关主体——政府、开发商和村民之间的利益，协调好各种社会关系，最终实现依法治理和有效治理的目标。
城中村是我國城市化髮展進程中的必然產物，也是我國城鄉二元體製和土地所有製揹景下的產物。基于利益相關者理論，政府應通過積極引導開髮商多元化參與、加彊城中村居民鑑督、健全補償製度與社會保障製度等措施，平衡城中村改造中各利益相關主體——政府、開髮商和村民之間的利益，協調好各種社會關繫，最終實現依法治理和有效治理的目標。
성중촌시아국성시화발전진정중적필연산물，야시아국성향이원체제화토지소유제배경하적산물。기우이익상관자이론，정부응통과적겁인도개발상다원화삼여、가강성중촌거민감독、건전보상제도여사회보장제도등조시，평형성중촌개조중각이익상관주체——정부、개발상화촌민지간적이익，협조호각충사회관계，최종실현의법치리화유효치리적목표。
The urban villages is an inevitable outcome of urbanization development in our country, and also the product of China＇s urban and rural dual system and the land ownership. Based on stakeholder theory, the government should guide developers~ diversified and active participation, strengthen the urban village residents supervision and improve the compensation system, optimize the social security system and take other measures as well so as to balance the interests between the government, devel- opers and villagers in the urban village reconstruction, coordinate all kinds of social relationships, and finally achieve the goal of effective governance in accordance with the national law.
