实施"村居干部"职业化管理是一条加强基层组织队伍建设的切实可行的路径选择。近年来,随着"村居干部"职业化在各地的深入推行,制约"村居干部"职业化建设的问题也随之凸显出来,例如角色定位不具有"扮演力"、人才资源不具有"持续力"、福利待遇不具有"吸引力"、监督考核不具有"震慑力"等。鉴于此,为完善新时期"村居干部"的职业化建设,建议科学定位工作内容,尽快建立健全"村居干部"职业化服务清单;科学调配人才结构,建立开放的"村居干部"职业化选拔制度;重视教育培训作用,健全"村居干部"职业化岗位培训制度;完善激励保障机制,解决"村居干部""经济、政治待遇"问题;发挥制度保障作用,健全"村居干部"职业化考核管理规定。

Implementation of the "village cadres"in professional management is a feasible path to strengthen the construction of grass- roots organization team selection. In recent years,with in- depth"village cadres"in professional around,restricting the construction of"village cadres"in professional problem is highlighted,for examples: the role is not "playable",the talent resources do not have"endurance",the welfare does not have "appeal",the supervision and examination does not have"power",etc. In view of this,to perfect"village cadres"in professional construction in the new period,scientific positioning work content was suggested,as soon as possible. The "village cadres"in professional service listing should be established and improved. To have scientific deployment of talent structure,to establish open "village cadres"in professional selection system,to attach great importance to the education and training,to improve the system of "village cadres"in professional jobtraining,to perfect incentive mechanism,to solve the "village cadres"in "economic and political treatment"problem,to give play to the role of institutional guarantee,to perfect "village cadres"in professional assessment regulations were suggested. In a word,we expected to improve "village cadres"in professional construction through dimensional analysis in the new period.
