基于高技术产业科技投入产出数据,采用面板数据和非期望产出效率模型测度了自主研发与协同创新的绩效。研究结果表明,自主研发对科技产出的贡献显著,资源利用率最高。协同创新对科技产出的弹性系数为负,资源利用率最低。地区间科技绩效并不均衡,东部地区科技绩效总体较高。在我国引进技术消化吸收投入严重不足的情况下,引进技术和购买国内技术是一种非期望产出。必须处理好自主研发、协同创新与购买技术之间的关系。

Based on panel data and undesirable output data envelopment analysis model, this paper compares the effeet and efficiency of independent R&D and collaborative innovation according to input-output data of China high-tech industry. The results show the contribution of independent R&D input to innovation is familiar and the coefficient of utilization is the big- gest. The elastic of collaborative innovation input is negative which coefficient of utilization is the lowest. The effect and effi- ciency among areas is unbalanced, east areas is higher. Importing technology and buying inner technology are undesirable output with the lower digestion and absorption of imported technology. It is necessary to deal with independent R&D, collab- orative innovation and buying technology.
