新型城镇化是解决三农问题、实现城乡统筹的重要举措。城镇化的快速发展有赖于完善的农村土地制度为其产业发展提供支撑，为其粮食安全提供保障。但现行农村土地制度由于产权主体缺位、流转行政化、经营细碎化等问题，不利于产业要素供给、农业产业化和耕地面积的扩大，不能为城镇化的产业发展和粮食安全提供有效助力。基于此，我们提出了农村土地制度改革建议：以“农民参与”和“产权细分”明确农村土地产权主体，建设城乡统一用地市场，完善农用地流转制度，强化耕地保护制度，构建耕地承包权退出制度。

The new urbanization is an important way to achieve the coordinated development of urban and rural areas. The rapid development of urbanization depends on the perfect rural land system to support its industry development and guarantee it food security.But the current rural land system is not conducive to the industry factor supply, agricultural industrialization and the expansion of arable land,because of its defect,which can＇t provide effective help to the industry development and food se- curity of urbanization.Based on this, some suggestions for reform are put forward, taking property re- form by farmer participation and ownership of land subdivided, achieving the free flow of construction land and arable land, strengthening arable protection system and building arable land contract right ex- iting system.
