环境问题的实质是人的价值取向、伦理道德、生活方式和生产方式的选择问题。由于区域经济发展的不平衡，发展中国家和地区在谋求生存和发展的过程中，往往会选择承接发达国家和地区的产业转移，最终难逃“污染避难所”的命运。中国在区域产业结构转移和承接的过程中，也面临着资源有限、污染转移、环保政策执行力不足和环境群体性事件冲突加剧等困扰。要缓解这些环境问题，根本途径是改变观念，理性认识环境价值，通过制定相应的公共政策推动政府、企业和居民等环境利益集团之间的协商，以达成共识。

The essence of environmental problems is the option of human values, ethics, lifestyles and production mode.Due to the imbalance in regional economic development, developing countries and re- gions often choose to accept developed countries and regions＂ industry transfer to survive.It is hard for them to avoid the destiny of being the pollution haven.China is also facing the problems such as limit- ed resources, pollution transfer, environmental inadequate execution, and group conflicts, during the process of regional industry transfer and acceptance. In order to mitigate these problems, the funda- mental way is to change the attitudes, and try to understand the environment values rationally. It is necessary to make public policy to enhance the negotiation and communication among government, en- terprises,and residents to consensus.
