21世纪初,越南政府颁布与实施系列跨境高等教育法令,争取国际组织援助,重点扶持17所高校,与国外高校开展本科、硕士学位课程、教师培训等项目合作,极大地促进了高校国际化进程。但在跨境高等教育合作方面,也存在质量监管与文凭资历认证、课程移植与国情需求、国际化与本土化、教师待遏与人才流失,区域、城乡与人才培养平衡发展等方面的问题。
21世紀初,越南政府頒佈與實施繫列跨境高等教育法令,爭取國際組織援助,重點扶持17所高校,與國外高校開展本科、碩士學位課程、教師培訓等項目閤作,極大地促進瞭高校國際化進程。但在跨境高等教育閤作方麵,也存在質量鑑管與文憑資歷認證、課程移植與國情需求、國際化與本土化、教師待遏與人纔流失,區域、城鄉與人纔培養平衡髮展等方麵的問題。
21세기초,월남정부반포여실시계렬과경고등교육법령,쟁취국제조직원조,중점부지17소고교,여국외고교개전본과、석사학위과정、교사배훈등항목합작,겁대지촉진료고교국제화진정。단재과경고등교육합작방면,야존재질량감관여문빙자력인증、과정이식여국정수구、국제화여본토화、교사대알여인재류실,구역、성향여인재배양평형발전등방면적문제。
The Institutional change not only can promote knowledge, technology innovation, and expand the public's demand, but also can change or reduce the transaction and transition cost. In the beginning of twenty-first Century, the Vietnamese government promulgated and implemented a series of cross-border higher education legislation and laws and strives for the assistance of World Organizations, making good use of the quality resources to target on 17 key universities to cooperate with foreign universities in the programs of undergraduate, master's degree, curricula, teachers' training and so on. It sped up the process of internationalization of universi- ties. Nevertheless, the problems are obvious, such as the quality supervision of cross-border higher education and certification of course diploma, transplantation and conditions demand, maintaining and development of cultural international and local education, teachers' treatment and brain dram, unbalance of regional, urban and rural areas in cultivation of talents.
