20世纪末以来,公共服务导向日益影响西方各国政府。随着我国政治、经济与社会的快速发展,这一导向以＂实现基本公共服务均等化＂的形式逐渐在政府的治理理念中得以凸显：党的十六大提出实现基本公共服务均等化;十七大报告中将公共服务均等化列为重要内容;党的十八大报告首次提出了＂基本公共服务均等化＂要求。公共服务导向运用于我国时（即实现公共服务均等化的过程中）出现一些问题,解决这些问题的前提是：明晰基本公共服务与非基本公共服务的关系,并合理划分政府与市场在二者上的职责。

Governments in western countries have been increasingly influenced by public service orientation since the end of the 20th century. With the rapid development of politics, economy and society, this orientation is gradually highlighted in China＇s governance, which is expressed as ＂realization of public service equalization＂. For example, the 16th CPC Congress put forward realization of public service equalization and then it was listed as a key content in the report to the 17th CPC Congress; furthermore the report to the 18th CPC Congress for the first time proposed requirements in realizing public service equalization. However, there are still some problems when public service orientation is put in use in China （ in the process of realizing public service equalization）. Resolution to these problems lies on clear definition of the relationship between basic public services and non - basic public services and rational division of responsibilities between government and market.
