新中国成立以来我国耕地权属关系历经了三次变革，前两次分别是变封建的土地制度为农民土地所有制和变农民土地所有制为集体所有制，第三次耕地权属关系变革是废除人民公社体制，实行农民家庭联产承包责任制。本文在分析当前我国耕地权属变革的基本态势和困境的基础上，综合分析耕地权属变革趋向的各种主张及其利弊得失，并提出我国耕地权属变革下一步发展的趋向，即坚持耕地集体所有制和不损害农民利益的前提下，村集体收回耕地的承包权，再通过租赁的形式将耕地租给“善耕者”经营使用。

Since the founding of new China, farmland ownership has changed three times. The first was from the feudal land system to the farmers＂ land ownership. The second was from farmers＂ land ownership to collective ownership. China abolished the people＇s commune system and adopted peasant household contract responsibility system in the third time. Based on the introduction of these changes, this article firstly puts forward the current basic situation and some difficulties of cultivated land ownership reform. Then it analyzes comprehensively sev- eral main views about the reform direction of cultivated land ownership and their pros and cons. Finally, it points out that we should insist on collective ownership system and, under the condition of not harming the interest of farmers, let the village collective take back the right of farmland contract and rent the cultivated land to ＂the men who are good at farming＂.
