本文以城市基本生态控制理论轨迹入笔,总结巴黎、伦敦、莫斯科、波士顿等城市基本生态控制的国际模式,分析北京、上海、广州、深圳等城市的做法,在此基础上以武汉市为例,设计一套资源约束下城市基本生态控制的系统模式。该模式包括规划设计、法律保护、政策保障、监管约束四个部分,这四个部分紧紧相连,协调运作,有望达到全面系统、持久稳定的城市生态控制效果。该系统模式的设计提出,不仅作用于武汉市的基本生态控制,促进武汉市的可持续发展,对国内外同类城市也具有重要的借鉴价值。

Based on urban basic ecological control theory, this paper firstly summarizes international models of the basic ecological control in Paris, London, Moscow and Boston, then analyzes its application in Beijing, Shanghai, Guangzhou and Shenzhen, and at last designs the system model of basic ecological control under resource constraints for Wuhan city. The model contains four closely linked and coordinated parts, which are planning and design, regulatory protection, policy support and supervision system. This model is expected to achieve compre- hensive, systematic, long - lasting and stable ecological control effects. This model can not only be applied for Wuhan city, but also has important values for other domestic and foreign cities.
