本文以OECD统计数据为基础，总结了美英德法日韩等典型创新型国家在R＆D经费投入规模、投入强度、来源结构与分配结构等方面的变化特征，通过分析中国现阶段R＆D经费投入模式并与典型创新型国家比较，认为目前中国R＆D投入存在着强度低、结构不合理，尤其是政府R＆D资金占比偏低的问题，进而提出了加大R＆D投资、改善投资结构的相关政策建议，以期为中国R＆D经费配置提供依据。

Based on OECD statistical data, the paper summarizes the typical innovation-oriented countries in the R＆D scale, intensi- ty, variation characteristics of source structure and distribution structure. Based on the analysis of the current R＆D funds model of Chi- na and compared with the typical innovative countries, it finds that the current R＆D input-intensity is low and the structure is irration- al, especially the government funds accounting for a low R＆D problems. And then it puts forward relevant policy suggestions to increase investment and improve the investment structure of R＆D.
