本文对“十五”计划以来两个时段的科技统计数据进行分析,考虑政府对企业投入(GTC)、对大学投入(GTU)、对研究机构投入(GTI)三种情形,分别考查其对企业创新效应的影响,发现在时段1政府投入对企业创新的引导效应远远高于其对大学和研究机构的效应,而在时段2则表现为激励效应。该结论为“十三五”期间我国科技投入政策的调整提供了有意义的经验证据。

This paper made a analysis on science and technology statistics since 2000. Based on three kinds of situations which were GTC, GTU and GTI, it tested their impacts on enterprise innovation effect respectively. We found that causing effects to enterprise innovation led by public input were much higher than to universities and research institutions during period 1, while causing effects turn into incentive effects during period 2. These conclusions afford significant empirical evident for adjustment of public input policy for the 13^th Five-Year Plan.
