收入分配在当今地位的凸显,是因为它在新的历史时期和新的经济环境下出现了一些新的特点。如何把握收入分配的这些新特点？首先,需要对收入分配的历史事实加以描述,借此发现收入分配的历史发展趋势或规律;其次,还需要对收入分配的理论加以梳理,以弄清收入分配理论对收入分配事实的把握程度。我们通过分析发现,收入分配在其历史发展中呈现一种有规律的演进过程。这一规律性是以生产力发展为基础,并在生产力发展的不同历史时期呈现从自然选择的平等诉求,到发展选择的差距需求,再到可持续发展选择的平等回归。同时,当代收入分配的一个最大的特点是从过去的收入初次分配和再分配两个层次,扩展到收入分配的国际层次。这无疑使收入分配变得更加复杂,也极具理论挑战。

Income distribution is a hot issue today due to its new characteristics in the new historical era and economic environment. How can we grasp these new characteristics？ First, it is necessary to describe the historical fact of income distribution so as to find out the historical development and rules of income distribution; secondly, it is necessary to sort out the theory so as to make clear the influence of theory on fact. Through analysis we find that income distribution shows a regular transformation in its historical development. This regularity is based on the development of productivity and shows differently from a natural choice of an equal demand, to a developing choice of disparity demand and a return to a sustainable developing choice of equal demand. At the same time, one greatest characteristic of present income distribution is a change from original two layers of income primary distribution and re- distribution to an international level, which makes income distribution more complicated and theoretically challenging.
