腐败自私有制出现以来有之，苏联作为世界上第一个社会主义国家在列宁时期就开始探索遏制的方法，在实践中把党员领导干部作为治理的主体，提出了治理的一系列有效措施，内涵丰富，既治标又治本，形成了苏联治理腐败的体系化。深入学习和研究列宁的有关论述，设计出一个具有系统性、整体性的政策框架，对于建立廉洁政治制度，科学整治和预防腐败意义重大。

Corruption exists from the emergence of private ownership. The Soviet Union as the world＇s first so- cialist country in Lenin period began to explore the method of suppression. In practice, the party members and the leading cadres were taken as the main body of governance. A series of effective measures with rich conno- tation was put forward. Not only the temporary solution was taken but a permanent cure was effected. The sys- temization of corruption control in Soviet Union was formed. With in - depth study and research of Lenin＇s re- lated exposition, this paper designed a policy framework with systematicness and integrity, which is of great significance to build clean political system, scientific management and corruption prevention.
