城镇化进程中,大量农村人口涌入城市,城市基础设施不能满足发展需要;食品安全堪忧、医疗卫生隐患、资源匮乏、生态恶化、危机预警和监控机制欠缺、城市规划和管理功利化等,使城市公共安全问题日趋凸显。解决这些问题应转变观念、科学规划,加强教育和法制建设,促进多方联动,从而保障城市公共安全。
城鎮化進程中,大量農村人口湧入城市,城市基礎設施不能滿足髮展需要;食品安全堪憂、醫療衛生隱患、資源匱乏、生態噁化、危機預警和鑑控機製欠缺、城市規劃和管理功利化等,使城市公共安全問題日趨凸顯。解決這些問題應轉變觀唸、科學規劃,加彊教育和法製建設,促進多方聯動,從而保障城市公共安全。
성진화진정중,대량농촌인구용입성시,성시기출설시불능만족발전수요;식품안전감우、의료위생은환、자원궤핍、생태악화、위궤예경화감공궤제흠결、성시규화화관리공리화등,사성시공공안전문제일추철현。해결저사문제응전변관념、과학규화,가강교육화법제건설,촉진다방련동,종이보장성시공공안전。
In the process of urbanization, a large number of rural population swarm into cities, urban infrastructure can not meet the needs of urbanization. The problem of urban public security turns to be increasingly prominent due to food safety, health hazards, inadequate resources, ecological deterioration, lack of the mechanism of crisis warning and monitoring, and utilitarian of urban planning and management. It is suggested that these problems can be solved by changing ideas, making scientific planning, strengthening public education, constructing the legal system, and promoting multilateral cooperation.
