生态文明城市是引领城市发展的全新理念,旅游业属于资源节约型、环境友好型产业,对旅游产业与生态文明城市耦合关系及协调发展的研究具有重要现实意义。文章从经济、文化、社会和生态四个方面分析了旅游产业系统与生态文明城市系统之间耦合协调关系的作用机理.建构了两大系统的指标体系,并运用耦合协调度模型利用2006-2011年数据以贵阳市为例进行了实证分析。结果发现：从2006-2011年贵阳市旅游产业（除2010年外）和生态文明城市两大系统综合发展指数稳步提高,耦合协调度由2006年的中度失调逐步向轻度失调、濒临失调、勉强协调和初级协调的优化趋势发展,贵阳市旅游产业和生态文明城市系统锅合协调度表现为生态文明城市发展滞后型和旅游产业发展滞后型相互交替出现,旅游产业发展对生态文明城市建设的引领作用存在较大波动,作用不够显著等问题。根据研究结果,提出相应的政策建议：（1）统筹好城镇规划、旅游规划、土地利用规划、文化遗产保护规划等之间的关系,全面提高生态文明城市管理水平,建设“宜居、宜业、宜游”生态文明城市;（2）加强对旅游产业与生态文明城市建设的协调发展状态的研究和监测,运用规划、经济、行政、技术等手段促使两者向着最优协调状态方向发展;（3）加强旅游产业与大数据、文化、科技和生态服务业等蛙跳型产业的融合,解决旅游产业发展波动较大问题,夯实生态文明城市的经济基础。

The eco-civilization City is a newly-developed concept guiding the city. The tourism industry is not only a resource- conserving industry, but also an environment-friendly one. So, it is very important to study the coupling and coordinative relationship between the tourism industry and eco-eivilization city. This paper analyzed the mechanism of the coupling and coordinative relationship between the tourism industry system and eco-civilization city system from four aspects. They are economy, culture, society and ecology. At the same time, we constructed the index system for these two systems. And then we made an empirical analysis of Guiyang from 2006 to 2011 based on the coupling coordination degree model. We found that comprehensive development index of the above two systems improved steadily in Guiyang from 2006 to 2011 （except for the year 2010）. And the coupling coordination degree developed according to the trend of optimizing, from medium disorder in 2006 to mild disorder, on the verge of disorder, barely coordinate and then primary coordination. The coupling coordination degree between the tourism industry and eco-civilization city in Guiyang is kind of alternating between the lag types of these two systems. The role of the development of tourism industry that played in the guiding of eco- civilization fluctuated widely and is not such significantly. We put forward some corresponding countermeasures and suggestions on the basis of our analysis ： ① We should balance the relationship among the urban planning, tourism planning, the land-utilization planning, cultural relics protection planning, and improve the management level of eco-civilization city comprehensively. Thereby, constructing an eco-eivilization city which is ＇ livable, suitable for business and tourism＇.② We should strengthen the research and monitoring of state of the coordinate development of the tourism industry and eeo-civilization city construction, and promote the relationship between the two systems above towards the optimized coordinate state by the means of planning, economic, management, technology, etc.③ We should strengthen the integrations of the tourism industry and some leapfrog industries such as big-data, culture, technology and eco-services, solve the wide fluctuations of the tourism industry development and lay a solid economic foundation of the eco-civilization city.
