当前进城务工人员随迁子女义务教育阶段的受教育权还得不到平等的机会,这体现在入学机会的不平等、享受教育条件的不平等和教育效果的不平等三个方面。为了实现"同在蓝天下"的梦想,有关部门应做到:第一,建立中央财政对进城务工人员随迁子女义务教育的转移支付制度并设立专项资金,完善教育救济制度,使进城务工人员随迁子女能享受到相对平等的教育资源,真正获得免费的义务教育;第二,完善现行的教育法制和教育政策体系;第三,提高打工子弟学校的地位,改善学校的教育教学条件;第四,进城务工人员家庭自身有必要对子女做教育规划,重视教育,争取平等的教育机会。

Currently,migrant children in the stage of compulsory education still cannot have equal right to education,and the inequalities include the following:unequal opportunities of enrollment,unequal educational conditions,unequal educational effectiveness.To make the dream "Under the Same Sky"come true,departments concerned should take some measures,namely,first:to set up a transfer payment system as well as a special fund for migrant children'compulsory education so as to improve the educational relief system and to make migrant children have access to relatively equal educational resources and really free compulsory education;second:to perfect the existing legal and political systems in education;third:to strengthen the position of schools for migrant workers' children and to improve the current conditions of school education and teaching;fourth:the families of migrant workers have a need to make educational plans for their children,attach great importance to education and strive for an equal chance of education.
