长期以来,农村地区公共文化服务供给基本上是自上而下的公共产品直接供给。本文以新疆塔城反修先锋三队为例对农村基层文化供需现状进行分析。调查发现,农村地区信息相对闭塞,居民娱乐活动相对匮乏,读物可获得面也相对狭窄。因此,要有针对性地组织信息三下乡活动,建设基础体育设施,并在合适的位置设立相对较大的图书馆,定期采买图书以作补充,以使农村基层文化更加丰富,不断满足当地群众日益增长的公共文化需求。

For a long time,the supply of rural public cultural service is basically a direct top- down one. This paper makes an analysis of the present situation and problems of supply and demand of rural grassroots culture by taking Anti- Revisionist Pioneer Team Three in Tacheng,Xinjiang as an example. And the survey found that rural information is relatively accessible,entertainment is relatively deprived,available readings is relatively limited. Therefore,it is of necessity to organize targeted information programs to serve the rural areas,to construction basic sports facilities,and to set up relatively large libraries in the right place,buying books to supplement regularly,in order to make rural grassroots culture more colorful and continuously meet the local people＇s growing public cultural demand.
