区域义务教育均衡发展的成效既取决于＂自上而下＂政策的顶层设计,又依赖于＂自下而上＂实践操作的路径选择。在当下我国经济社会发展的现实条件和背景下,应当从宏观、中观、微观政策的三个层级来分层推动,并通过＂省域统筹、市域推进、县域实施＂的三域联动路径选择,共同促进区域义务教育均衡发展。
區域義務教育均衡髮展的成效既取決于＂自上而下＂政策的頂層設計,又依賴于＂自下而上＂實踐操作的路徑選擇。在噹下我國經濟社會髮展的現實條件和揹景下,應噹從宏觀、中觀、微觀政策的三箇層級來分層推動,併通過＂省域統籌、市域推進、縣域實施＂的三域聯動路徑選擇,共同促進區域義務教育均衡髮展。
구역의무교육균형발전적성효기취결우＂자상이하＂정책적정층설계,우의뢰우＂자하이상＂실천조작적로경선택。재당하아국경제사회발전적현실조건화배경하,응당종굉관、중관、미관정책적삼개층급래분층추동,병통과＂성역통주、시역추진、현역실시＂적삼역련동로경선택,공동촉진구역의무교육균형발전。
The effectiveness of balanced development of regional compulsory education lies on the top-level design of ＂top-down＂ policies,, and also on the path selection of ＂bottom-up＂ practice. In the current conditions and background of China＇s economic and social development, to jointly promote the balanced development of regional compulsory education,promotion should come from three levels of macro, meso, micro policy, together with path selection of three stratifications of provincial overall planning, urban propulsion and country implement.
