在京津冀区域发展一体化的管理模式下，不同地区之间生态效益的“外部作用”日益明显，“空间管制”成为理性政府的主要作为，要求其同时创新区域生态补偿的管理模式和制度框架。京津冀由于府际关系协调不畅、利益集团的寻租行为和生态补偿法律制度的缺失，使得经济梯度不合理、产业结构趋同，最终导致区域生态系统的脆弱性，亟待从革新政府治理方式、完善生态产业合作体系、规范区域生态法律制度等方面入手，构建京津冀生态补偿新的制度模式。
在京津冀區域髮展一體化的管理模式下，不同地區之間生態效益的“外部作用”日益明顯，“空間管製”成為理性政府的主要作為，要求其同時創新區域生態補償的管理模式和製度框架。京津冀由于府際關繫協調不暢、利益集糰的尋租行為和生態補償法律製度的缺失，使得經濟梯度不閤理、產業結構趨同，最終導緻區域生態繫統的脆弱性，亟待從革新政府治理方式、完善生態產業閤作體繫、規範區域生態法律製度等方麵入手，構建京津冀生態補償新的製度模式。
재경진기구역발전일체화적관리모식하，불동지구지간생태효익적“외부작용”일익명현，“공간관제”성위이성정부적주요작위，요구기동시창신구역생태보상적관리모식화제도광가。경진기유우부제관계협조불창、이익집단적심조행위화생태보상법률제도적결실，사득경제제도불합리、산업결구추동，최종도치구역생태계통적취약성，극대종혁신정부치리방식、완선생태산업합작체계、규범구역생태법률제도등방면입수，구건경진기생태보상신적제도모식。
In the mode of regional development integration, Beijing Tianjin and Hebei has chosen the ＂space control＂ as the management style to balance the ecological benefits between different areas. So the government should make the innovation in the mode of the regional ecological compensation and the institution framework. But because of lacking intergovernmental coordination, the rent seeking of the interest group, and the lacking of the ecological compensation law, resulting in the consequences including the economic gradient is not reasonable, the convergence of industrial structure, and the collapse of the regional ecological environment, which urge the government make reform of the governance as soon as possible, starting with perfecting the coordination of ecological industry system, establishing the law of the ecological compensation to construct the institution framework of the ecological compensation in Beijing Tianjin and Hebei ecological circle.
