高校的规划编制并不必然用于执行,用于执行是对编制规划的最大支持与最高要求。切实重视高校的规划编制工作,首先要确立为了执行的理念。而且,受外部环境、组织领导和学校规划文本特点的影响,只有在执行中继续规划才能解决规划执行中遇到的各种问题。强调高校应在执行中继续规划,并不等于否定此前编制的规划,而是对规划执行提出了更高的要求。基于规划内容的不同,可以建立规划分类执行模型,并采取相应的执行策略,这有助于改变我国高校简单对待规划编制与执行的状况。

The planning of higher education institutions might not be for implementing,but to implement the plans is the maximum support and the peak demand for formulating the strategy plans. Furthermore, owing to the external environment,leadership and the planning text characteristics,it could solve the problems in the implementing process with re- planning. To emphasize the re- planning,it doesn＇t mean negating the formed plan,but rather the higher request for implementing the plan. Based on the content difference of planning,it should build the planning classification implementation model and take the corresponding implementation tactics,which could change the simple manner of formulating and implementing the plan.
