印度高等教育在发展过程中,受历史发展与社会变迁的影响,确立了适合本国文化传统和现实国情的高等教育复合治理模式。高等教育复合治理模式就是将结构和功能各异的高等教育单一治理模式有机整合的模式聚合体,其实质是规范了政府、社会、高校三者在控制、协调和分配高等教育中的权力。印度在其漫长的历史发展过程中分别受到英国盎格鲁-撒克逊文化、前苏联集权文化以及美国市场文化的影响,最终形成了现在的公立、私立高校都采用的＂学者自治＂型、公立高校所采用的＂政府主导＂型、私立高校选择的＂市场导向＂型三者结合的混合治理模式。

In the process of the development of higher education,India established a composite governance mode of higher education fit for its cultural conventions and national conditions under the influence of historical development and social change. The composite governance mode of higher education is an organic polymer integrated with several single governance mode with different structure and function. Its essence was to do the specification about how to control,coordinate,and allocate the higher education power among the government,society,colleges and universities. In the influence of the Anglo- Saxon culture,the Soviet＇s totalitarian culture,and the market culture in United States,India eventually formed the composite governance mode of higher education together with＂ Academic autonomy＂ type used in public and private school,＂ government- centered＂ type adopted in public and school,and＂ market- oriented＂ type used in private school.
