美国有非常发达的私人安保业,进入新世纪以来,随着全球风险社会的降临,私人安保的内涵也得到了不同程度的扩展。目前有外包和内保两种私人安保服务类型,其总体规模与警察相当,其从业也出现了非常明显的警察化倾向。在我国当下国家治理的现代化进程中,美国私人安保业的法制规范和从业经验,对于我国安保业的培育和转型是一个极好的参考,有助于安保服务业理念的全新转变、服务类型的极大拓展、公私警察关系的重新型构和服务品质的法制保障。

After entering the new century,and along with the coming of risk society,the connotation and field of Private Security achieved further extension despite that United States has fostered very developed private security enterprise in the past nearly 200 years. Presently,there are two kinds of private security,proprietary security and contract security,the total scale of which is nearly equal to law enforcement official and the development presents a very clear tendency of police- orientation. In the process of modernization of state governance of China,we should take the professional experiences of the United States as a reference,which will be very helpful to transform completely the idea of private security service,expand greatly the service types,rebuild the relationship between public police and private security officer,and guarantee legitimately the service quality.
