区域合作机制是国家区域发展战略的关键。基于“自上而下”和“自下而上”两种区域合作路径的分析，可以清晰发现我国区域合作机制失灵的逻辑障碍：地方政府作为最重要的区域主体，在区域合作中存在“越位”和“缺位”，竞争过度而合作不足。这一情况的改善有赖于中央政府自上而下推动。结合长江经济带三大次区域合作现状，应从动力机制、协调机制、分配机制和补偿机制四方面努力完善长江经济带经济合作机制.

The key to national great regional development strategy is regional economic cooperation mechanism. Based on analysis of the two fundamental cooperative route as Top-down model and Down-top model, we can find the logic obstacles of regional cooperation mechanism failure clearly： As the most important regional subject, local governments＇ behavior have some problem. What severe situations are offside and absence of local governments function, over competition and cooperation inefficiency, and the solution of these problems is up to central government. Combining with the status of three major sub-region cooperation, we should improve cooperative mechanism of Yangtze River Economic Zone from the four aspects： the power mechanism, coordination mechanism, allocation mechanism and compensation mechanism.
