新型城镇化的本质内涵是“人的城镇化”,推进“人的城镇化”必须首先明确“人的城镇化”究竟是什么人的城镇化。在现阶段,“人的城镇化”所说的“人”不是泛化意义上的一切人,其主体人群是农民工,此主体人群的城镇化关键在职业教育,服务于“人的城镇化”的职业教育路径关键在建立分层分类的职业教育等八方面。

Vocational education is most critical for them. The path selection of vocational education in the service of ＂people-centered urbanization＂ lock in eight aspects.
