北宋参知政事始设于太祖乾德二年,神宗元丰改制废罢。在北宋前期,参知政事是宋朝中央政府（指中书门下,简称中书）的副长官,权力与地位仅次于宰相。由于参知政事员任的为政风格、性格特点以及所处的政治环境、时代背景不同,参知政事的权力配置呈现出阶段性的变化。因此,在参知政事设立之后,其职权几经变化,与宰相分享中书权力的配属关系也呈现出多样性。

북송삼지정사시설우태조건덕이년,신종원봉개제폐파。재북송전기,삼지정사시송조중앙정부（지중서문하,간칭중서）적부장관,권력여지위부차우재상。유우삼지정사원임적위정풍격、성격특점이급소처적정치배경、시대배경불동,삼지정사적권력배치정현출계단성적변화。인차,재삼지정사설립지후,기직권궤경변화,여재상분향중서권력적배속관계야정현출다양성。
Canzhi Zhengshi was set up in the second year of the QianDe Period in the Song Dynasty and it was abolished during the reform at the Yuanfeng Period of the reign of ShenZong.The Canzhi Zhengshi was the Deputy Chief Executive of the Song＇s central government（i.e.Zhongshu Menxia,ZhongShufor short）,whose power and status were inferior to Zaixiang,the executive Zhong Shu.However,since established,the candidates of Canzhi Zhengshi were followed with complicated political background.After the establishment,due to the political climate,environment and current affairs of its members,the power of Canzhi Zhengshi changed currently.Moreover,its attachment relations（sharing the power of Zhongshu）was diversified.
