文章采用定性描述方法,结合2013年度森林公园建设经营情况统计数据,比对2006年学者对福州国家森林公园旅游生态足迹的测算,对福州国家森林公园低碳旅游发展存在的问题进行分析研究。基于旅游发展动力机制视角,提出通过政府政策引导、公园管理者低碳管理、旅游经营者低碳经营、社区居民参与获益以及低碳旅游者意愿引导等五大动力源的推动力及反推动力协调推动,为福州国家森林公园低碳旅游发展提供参考。

The paper analyzes the existence problems of low-carbon tourism development in Fuzhou National Forest Park with qualitative description method,combining with the statistical data of Forest Park construction and management in 2013,and contrasting the scholars of calculation of Fuzhou National Forest Park tourism ecological footprint in 2006. Based on the perspective of dynamic mechanism of tourism development,the paper proposes the impetus and the motive force of the five power sources to coordinate,promote,and provide reference for the development of low-carbon tourism in Fuzhou National Forest Park through government policy guidance,park managers low-carbon management,tour operators low carbon management,community residents to participate in benefit,and lowcarbon tourist will guide.
