欧盟“地平线2020计划”相关知识产权规则在第七框架计划的知识产权政策基础上进行了修订和完善。除了维持原有的关于科研项目成果权属、保护、运用、转让许可、公开传播和成果获取权基本内容外，特别强调和规范了科研项目成果的传播义务和科研出版物开放可获取性的一般性要求，并且要求科研数据也逐步达到开放性可获取，启动了科研数据开放获取先导性计划，推动科技活动和科研成果的透明化、公开化，促进欧盟科技创新水平和竞争力整体提升。欧盟的科研成果和科研数据开放获取政策对我国科技项目管理工作具有一定的借鉴意义。

The intellectual property rules in Horizon 2020 have been improved and revised based on the intellectual property policy of FP7 rules. While maintaining the basic rules about ownership, protection, exploitation, transfer, license, dissemination and access right, it has been more emphasized the general requirement of spread obligations of research achievements and open access to research publications in FP7. And it required that research data could be open to access progressively, and has been launched Open Research Data program aiming at improving and maximizing access and re-use of research data generated by certain specific projects. These improvements are beneficial for EU technology innovative and competitiveness, which merit our attention for improving science and technology program management.
