卫生与检验检疫（SPS）措施是与食品安全、动植物健康和环境安全密切相关的技术性法规、标准、要求和规范,其目的是阻止疫病、虫害、病原菌等从外部传入本国境内。猪肉是中国人最喜爱的肉类食品,随着进口的不断攀升,其安全状况直接关系着整个食品供应链的安全。分析中国生猪和猪肉进口的SPS管理系统,并采用SPS通报数量、猪群健康状况以及猪肉进口标准三个指标评估中国猪业SPS的保护水平。研究发现：就SPS通报数量和化学品残留控制标准而言,中国的SPS保护水平相对较高,但生猪疫病的控制却相对较低;中国SPS管理系统存在着多部门涉入,导致部分标准缺乏科学依据和标准执行力度低等问题。

The Sanitary and Phytosanitary（ SPS） measures,which are highly related to consumers＇ food safety,health of plants and animals and territorial security,are to prevent disease,pests,pathogens and others high risk materials from entering goods.Pork is a favorite meat of Chinese consumers,and with its import rising,its security is directly related to security of the whole food supply chain.This article analyzed the Chinese SPS management system on hog and pork imports and evaluate the level of SPS protection by using three indicators,i.e.SPS notification number,animal health status and pork import standard.It found that SPS protection in China is relatively high in terms of the number of SPS notifications and chemical residues control standards,but the hog disease control is relatively low,which has not been internationally recognized.Meanwhile,Chinese SPS protection system involves multi sectors so that scientific evidence is lacking in some parts of the system and not all of its standards are strictly enforced.
