文章针对教育信息化过程中信息资源优化利用效果不理想的现状,采用大规模判断抽样调查方法考察、记录和分析了黑龙江省民办本科院校目前外语信息资源建设和信息资源利用现状,探讨民办高校外语信息资源建设的有效性及影响其有效性的显著因素。在此基础上梳理前人研究成果,探讨民办高校整合和优化利用信息资源的机制与途径。研究发现黑龙江省民办高校外语信息化教学还处于初级阶段,尤其是外语信息资源建设还处于起步阶段,硬件设施建设、学生网络自主学习能力和信息素养、教师信息素养、立体化教材的使用、信息资源的建设和使用脱节等6个方面成为影响民办高校信息资源建设和利用的症结。

In order to analyze the inefficient utilization of the information resources during the information process of education,this paper investigates,records and analyzes the current circumstances of both the construction and the utilization of the information resources in the private colleges through extensive judgmental sampling survey. Based on the investigations,the paper aims to answer two questions: what are the prominent factors influencing the integration and optimal utilization of foreign language information in private colleges,and what are the cruxes of the inefficient utilization Moreover,some suggestions and strategies are proposed in terms of the integration and optimal utilization of information resources in the foreign language learning and teaching practices of private colleges. Our analyses indicate that the low efficiency is a result of the following six cruxes such as infrastructures,learners' abilities of autonomous learning and information literacy,teachers' information literacy,the utilization of all encompassing textbooks,and the separation of construction,management and use.
