学校体育均衡发展是义务教育均衡发展的重要组成部分,学校体育均衡发展评价是一项综合性评价,相对于教育评价来说具有特殊性和独立性;学校体育均衡发展评价的实施应落实在校际层面;评价应该包括确定评价的基本程序、构建评价指标体系的理论模型、确立评价指标体系、确定评价方法与标准这个四个基本步骤.

the balanced development of P. E at school is an important part of the balanced development of the compulsory education in China. The evaluation of balanced school P. E. development is a comprehensive assessment,which is special and independent in relation to pedagogical evaluation; the evaluation of balanced P. E. development should be implemented on school level; the evaluation should consist of establishing basic procedures,constructing the theoretical model of assessment indicators,determining the indicators and evaluation methods.
