朝鲜进献贡物和清敕使问题是清与朝鲜朝贡关系中的重要内容之一，清朝对此两项实行“蠲弊”，反映出各时期两国外交关系的变化，其目的和效果各有差异，因此“蠲弊”并不能简单地归结为两国关系顺和这一点上。
