当下地方高校法学教育存在人才培养目标定位不清、课程设置地方特质不鲜明、师资储备面临瓶颈、学生综合素养未能充分彰显等问题。地方高校法学课程改革可通过“四位一体”路径加以推进，以复合应用型人才培养目标为方向引领，以地方应用性课程体系为重要基石，以校地共建师资为关键支柱，以学生综合素养提升为根本归宿，构成一个完整的课程改革体系。地方高校的发展应依托地方高校特质，实现分层分类的差异化发展，为地方培养“熟悉基层与扎根基层”的“适应地方法治及经济社会发展需求的应用复合型高级法律职业人才”，为法学人才培养模式创新、地方法治及法治中国建设提供助力。

Currently, there have been the problems on the talent cultivation of legal courses in local colleges and universities featuring the unclear target location, the un-distinct local particularity of curriculum setup, the bottleneck of teacher reservation, and the failure of highlighting students＂ comprehensive accomplishment. The legal curriculum reform in local colleges and universities has made up a complete curriculum reform system by pushing forward the approach of ＂four-in-one＂, leading forward with the cultivation objective of versatile and practical talents, making the foundation with local applied curriculum system, taking the joint local teacher construction with the school as the key pillar, and taking the upgrade of students＂ comprehensive accomplishments as the fundamental destination. The development of local universities should rely on the particularity of local universities to realize the differentiated development with hierarchical classifications, implement differentiation development, and cultivate the talents who are familiar with the basic level and take roots in the basic level, adapting to the demand of local rule of law and economic social development, and offer help for the model innovation of legal talent cultivation, the construction ruling by law in the region and in China.
